Jorge Winckler Ortiz became a representative for members of the Chedraui Obeso, Nachon Garcia and Ruiz Ortiz families in a company named Centro Comercial Boca Dorada SAPI de CV in 2011. Centro Comercial Boca Dorada was an operator of the El Dorado shopping mall in Boca del Rio, Veracruz.
In September 2011, Alfredo Chedraui Obeso, Francisco Jose Ruiz Anitua and Carlos Francisco Nachon Garcia granted Jorge Winckler Ortiz the power of legal representation for Centro Comercial Boca Dorada SAPI de CV. ChedrauiLeaks was unable to find a revocation of Winckler’s representation.
Centro Comercial Boca Dorada SAPI de CV’s business purpose in its April 2011 formation document included all acts to facilitate the financing, construction and administration “of a shopping center located in a section of land identified as a commercial area of the development El Dorado, in the town of Boca del Rio, Veracruz.”
Centro Comercial Boca Dorada SAPI de CV eventually was an operator of the El Dorado shopping mall as shown by an amparo judgment issued by a judge in 2016. The official record of a Boca del Rio town council meeting from November 2016 refers to Centro Comercial Boca Dorada SAPI de CV as the plaintiff in the same amparo.

As of March 11, 2020, the mall itself contains a Selecto Chedraui, and a Don Justo location. Cafeterias Rapidas, founded by sons of Estela Chedraui Obeso and Irma Chedraui Obeso, was the only licensee publicly registered to use the Don Justo brand for coffee. The mall website displayed a number of its tenants (see below).
The initial board of directors of Centro Comercial Boca Dorada SAPI de CV included Valentin Manuel Ruiz Ortiz as president, Alfredo Chedraui Lopez as secretary and Carlos Francisco Nachon Garcia as treasurer. Formation documents also listed six representativesz: Alfredo Chedraui Lopez, Antonio Chedraui Obeso, Valentin Manuel Ruiz Ortiz, Francisco Jose Ruiz Anitua, Carlos Francisco Nachon Garcia and Carlos Nachon Llanos.
Alfredo Chedraui Obeso and Antonio Chedraui Obeso owned their share of Centro Comercial Boca Dorada SAPI de CV through a company named Operadora Inmobiliarias de Sureste SA de CV. Carlos Francisco Nachon Garcia and Valentin Manuel Ruiz Ortiz each held their shares in Centro Comercial Boca Dorada SAPI de CV individually.
Operadora de Inmobiliarias de Sureste SA de CV was a Chedraui family company formed in 1988 as Operadora de Inmobiliarias de Sureste S.C. At formation, Alfredo Chedraui Obeso and Antonio Chedraui Obeso owned 97% of the company.
Jorge Winckler Ortiz is the former attorney general of the state of Veracruz, a position he served from December 2016 to September 2019. In September 2019, the Congress of Veracruz voted to temporarily remove Winckler from his position as prosecutor.
La Jornada reported that a judge issued an arrest warrant for Winckler in September 2019 for kidnapping.
