- The ex-Governor of Veracruz could be called to defend himself in a lawsuit against Jose Mansur Jr., an alleged prestanombre of Javier Duarte de Ochoa.
Mexico City, Dec. 19, 2018.- Former Veracruz governor Miguel Angel Yunes Linares may be called to defend himself in a Texas court against allegations made by Jose Mansur Jr. (Jose Antonio Chara Mansur Beltrán), a former federal Economic Ministry delegate for the State of Veracruz, derived from civil litigation undertaken by Yunes Linares during his governorship to recover state monies allegedly stolen by the Javier Duarte administration.
The lawsuit, originally initiated by Yunes Linares with the help of a Texas legal team, sought to prove claims against alleged co-conspirators of Javier Duarte. Mansur, one of the defendants in this litigation, has repeatedly denied any wrongdoing. Mansur seeks to sue Yunes Linares individually and he also filed a counterclaim against the Veracruz government itself.
The accusations – made November 30, 2018, the final day of the Yunes Linares administration – would prevent the new administration, led by the Morena politician Cuitláhuac García, from unilaterally ending the lawsuit for the time being. Under Texas court rules Mansur’s claims must be dealt with before the case can be ended.
Mansur’s defense attorneys formally requested the Houston judge issue an order to add Yunes Linares to the lawsuit which could make the former state leader defend himself in court. To date the judge has not yet issued a ruling on the request according to publicly available records. If the judge does issue the order then Mansur’s lawyers would need to formally notify Yunes Linares, who would need to defend himself or risk civil penalties.
Jose Mansur’s accusations against Yunes Linares bear some similarity to accusations by Arturo Bermudez Zurita in December, 2018. Both claim that they were pressured by Yunes to hand Texas real estate over to Veracruz even though they strenuously deny the properties were acquired through any wrongdoing.
