Jose Antonio Bandin Ruiz and Monica Babayan, alleged prestanombres for jailed Veracruz governor Javier Duarte, are “now residing in Spain,” their lawyers told a Texas judge in July, 2018.

The state of Veracruz is seeking to recover at least $25 million in damages in the lawsuit. Veracruz claims Bandin and Babayan conspired with Javier Duarte to use stolen public funds to buy Houston-area real estate. Bandin and Babayan are named with other defendants in four non-criminal lawsuits that Veracruz filed in Houston-area courtrooms.
Bandin and Babayan deny all the allegations and have asked the courts to dismiss each lawsuit. No decisions have been made on any of the requests for dismissal.
