Murat Hinojosa was apoderado for businessmen behind nómina loan administrator for Oaxaca

Alejandro Ismael Murat Hinojosa was an apoderado at the 2007 founding of venture capital firm VARIV SA de CV, which later co-owned paycheck deduction (nómina) loan administration company Grupo Tecnológico Nomi-pay SA de CV (operating as “Nomipay”).  In 2017, Nomipay signed a contract with the Oaxaca government under Governor Murat Hinojosa to provide the exclusive digital administrative platform for nómina loans to Oaxaca state employees.

Nomipay’s contract with Oaxaca allows it to collect a fee from lenders.  The contract is otherwise free of charge to the Oaxaca government.  The government, not Nomipay, is still responsible for making deductions and forwarding the payments to lenders.

The contract was initiated May 17, 2017 for a two-year period with automatic renewals.  Oaxaca remained a client in October 2019, along with 117 other clients, according to an article in El Universal.

Murat Hinojosa has been a PRI governor of Oaxaca since December, 2016.  He was a co-founding apoderado of VARIV SA de CV in April 2007.  We do not know Murat Hinojosa’s current status with VARIV.  We checked the Mexico City public registry in late 2018 and no revocation was on file at the time. Murat Hinojosa’s fiscal disclosure, disclosure of interests and disclosure of assets going back from 2018 to 2011 did not list any income from, or affiliation with, VARIV or Nomipay.

At Nomipay’s 2014 founding, Variv owned 20% of Nomipay.  The other Nomipay founding shareholders were The Blue Bull Inversiones SAPI (60%), represented by Rafael Puente Rojas, and Equipos Purificadores RPR SA de CV (20%), represented by Emilio Gamboa Miner, the son of former PRI Senator Emilio Gamboa Patrón (see Nomipay shareholder table below).

Variv remained a Nomipay shareholder as of May 31, 2017, after the contract with Oaxaca had been signed, with 26% of the Class I shares.  In August 2018, Variv co-founder Diego Vargas Rivero became Nomipay board secretary, taking the place of Ernesto Vargas Rivero, another Variv co-founder.

Separately, Variv and Ernesto Vargas Rivero recently partnered (October 2019) with the Chedraui family-controlled Cubo Capital in a financial technology (“fintech”) startup named Bankaya SAPI de CV. ChedrauiLeaks is not stating that the Chedrauis or Cubo Capital had any involvement with Nomipay.
